Judge Charles Burns Briefly Talks About All Rise

All Rise is the leading advocacy, membership, and training organization. This organization is meant for advancing justice system responses to individuals with substance use and mental health disorders. Charles Burns was inducted into the Stanley Goldstein Treatment Court Hall of Fame during a special ceremony at RISE23. Subsequent to the award, Judge Burns took part in a panel discussion that highlighted his program’s innovative approach to assisting treatment court participants with finding housing.

All Rise was established as the National Association of Drug Court Professionals (NADCP) in 1994, and was at the forefront of justice system transformation for almost three decades. Through its four divisions, All Rise provides training and technical assistance at the local and national levels. It also advocates for federal and state funding, and often collaborates with discerning public and private entities.  Today All Rise works not only in every U.S. state and territory, but also in several other nations across the world.

According to research, following a humane, evidence-based approach to substance use and mental health disorders are way more impactful and budget-friendly than traditional sentencing. According to Judge Charles Burns, to execute its vision to impact every intercept point of the justice system, All Rise has announced a new structure. The organization will operate through four divisions going forward, which include:

  • The Treatment Court Institute: This division puts emphasis on providing technical assistance, training and research dissemination for more than 4,000 treatment court programs in the United States.  The expertise of this institute spans varying treatment court models. It ensures that treatment courts efficiently adopt and retain evidence-based practices.
  • Impaired driving solutions: This division maintains a comprehensive approach towards solving one of the greatest threats to public safety in the United States with the implementation of evidence based legal and clinical interventions. Traditionally referred to as the National Center for DWI Courts, Impaired Driving Solutions offers cutting-edge training and targeted support to discerning communities for implementing, expanding, and improving impaired driving treatment court programs and other interventions.
  • Justice for Vets: This division transforms the manner in which veterans are identified, assessed, and treated by the justice system. It also provides training and technical support to help communities bring together local, state, and federal resources and serve veterans who are associated with the justice system owing to substance use and mental health disorders.
  • The Center for Advancing Justice: This division works internationally, leads strategic partnerships, and serves as an incubator for emerging justice system innovations.

All Rise is uniquely positioned to help in leading the next generation of justice reform, especially due to its three decades of experience in building, sustaining, and expanding the treatment court movement. Over the years, All Rise has trained more than 800,000 justice and treatment professionals. They have also helped lead the establishment of over 4,000 treatment courts across the United States, ultimately impacting the lives of millions
